The 2008 Farm Bill (Title IX Renewable Energy programs administered by USDA Rural Development) authorized the development of the Biomass Crop Assistance Program (BCAP) as a way to stimulate & support the development of renewable energy crops.

BCAP is structured as two (2) programs, one that provides matching payments to users of qualified feedstocks for collection, harvest, storage & transportation (CHST) services and the other that provides matching & establishment payments for growers of such feedstocks.
